HELB disbursement update 2023. The Higher Education Loans Board (Helb) has initiated the disbursement of loans to students currently enrolled in universities and technical and vocational institutions.
This action follows several months after the government issued a directive regarding a new approach to funding higher education.

According to a statement from Helb’s Chief Executive Officer, Charles Ringera, the students’ maintenance funds will be distributed through either their bank accounts or the Helb mobile wallet.
The Helb chief mentioned that over 175,000 undergraduate students and 70,000 continuing TVET students will receive funding under the Old Higher Education Funding Model (OFMO).
These funds are anticipated to be accessible starting from October 5th, and universities and colleges have been encouraged to enroll students for their courses.

For first-time students applying for government funding, the deadline remains October 7, 2023, as previously directed by the Education Cabinet Secretary Ezekiel Machogu.
These students are required to apply for funding under the New Higher Education Funding Model (NFM), which covers both loans and scholarships.
In the past, before the introduction of the new Helb model by the government led by President William Ruto, students under the government-sponsored program at universities could receive between Sh40,000 and Sh60,000 per academic year.
The loan used to be disbursed in two parts, with a portion directly credited to the institution’s fee account and the remaining part deposited into the student’s personal account.
Under the recent funding formula for higher education unveiled by the government, Helb is mandated to allocate loans to students based on their financial need.
However, the specific formula and criteria for identifying needy students remain unclear.
Additionally, public universities and institutions have adjusted their tuition fees, resulting in some institutions doubling their fees.
This increase in fees may pose challenges for academically gifted but financially disadvantaged students who aspire to access higher education.
