Form one selection 2024.As of November 6, 2023, a disagreement between the Parliament and the Ministry of Education has led to,
A situation where school principals are taking advantage by hiking the costs of school uniforms.
The National Assembly supported a motion advocating for a standard school uniform across all educational institutions.
This motion was backed by Githunguri Constituency MP Gathoni Wamuchomba.

Despite the National Assembly’s motion, the Ministry of Education, led by Cabinet Secretary Ezekiel Machogu,
has not yet established a policy for implementing the uniform standardization law.
However, the Ministry has cautioned school principals not to overstate the costs associated with the new uniform policy before its implementation.
In a circular addressed to all school administrators, the government warned against schools directing parents to specific uniform suppliers or imposing price controls.
The Ministry emphasized that parents have the right to explore reasonably priced alternatives for school uniforms.
Due to this impasse between the Parliament and the Ministry, school principals have continued charging high fees for uniforms.
Kahi Indimuli, the chairman of the Kenya Secondary Schools Heads Association (Kessha),
stated earlier in June 2023 that school principals retained the authority to set uniform prices.

Indimuli defended schools’ actions by suggesting they were not aiming to make profits but rather sought to provide parents with a convenient and affordable means to acquire uniforms.
He highlighted that educational institutions typically follow fair procedures,
such as soliciting competitive bids and publicly announcing the availability of uniform supplies.
Wamuchomba voiced concerns that some schools were taking advantage of parents due to their lack of awareness about the Ministry’s circular and their rights.
Allegations surfaced that certain uniform associations were contemplating legal action to stop the circular’s implementation by the Ministry.
As the standardized uniform policy remains pending implementation, the education sector continues to express apprehension.

The expectation is for the Ministry to promptly intervene, safeguarding parents’ and students’ rights by enforcing transparent and fair uniform pricing practices in schools.
