New JSS deployment requirements. The recent changes in qualifications for P1 teachers to teach junior secondary schools (JSS) have become necessary due to the implementation of the competency-based curriculum in Kenya.
With the introduction of this curriculum, much of the educational focus has shifted to secondary schools, reducing the workload in primary schools significantly.
New JSS deployment requirements
Starting in 2023, current sixth form students under the 8-4-4 system will transition to Form 1 upon successful completion of the Kenya Certificate of Basic Education (KCPE) examination.
Junior high schools will play a critical role in educating students in grades 7, 8, and 9,
as they prepare for the new Competency Based Curriculum (CBC) 2-6-3-3-3 system, following the national exam for the sixth grade.
To accommodate these changes, some primary schools have been chosen by the Ministry of Education and Culture to be transformed into secondary schools.
The Ministry is taking steps to enhance the infrastructure of these Junior High School (JSS) wings.

The shortage of teachers in both primary and secondary schools has led to a decision by the Ministry of Education and
the Department of Teachers to deploy primary school teachers to secondary schools, where they will oversee high school students.
Primary school teachers who meet specific criteria are eligible to teach middle school students
These criteria include qualifications in Special Needs Education, Early Childhood Development Education, a diploma or degree with a secondary option, or
relevant qualifications for subject teaching, even without a C+ in KCSE.
The Teachers Service Commission (TSC) has also indicated its intention to place P1 teachers with these qualifications in secondary schools.
These qualifications include degrees, higher degrees, postgraduate qualifications, graduate degrees, and even master’s and PhD qualifications for teaching in secondary schools (JSS).
