During the Kenya Primary School Heads Association (Kepsha) conference held in Mombasa,
the CS underscored the deserving nature of most primary school head teachers, many of whom are graduates.
He praised those head teachers who hold PhDs in various educational disciplines.
He further urged the Teachers Service Commission (TSC) to acknowledge their competence by promoting them to other roles within the education sector.

Oyuu aligned with the Education Committee’s commendation of primary school teachers for their commitment to preventing exam malpractice,
a contrast to some high school teachers implicated in such practices.
He attributed the success of maintaining examination integrity in the Kenya Certificate for Primary Education (KCPE) to the vigilance of primary school head teachers.
Furthermore, Oyuu thanked the government for returning teachers to their home districts and proposed that promoted head teachers should not be transferred to other counties.
He echoed Machogu’s stance against increasing school fees and defended head teachers against allegations,
asserting that school boards were responsible for arbitrary fee hikes, not the principals.
Professor Omwenga encouraged teachers to leverage the Open University’s programs,
which offer opportunities for those without the minimum qualifications required by local universities,
emphasizing the university’s flexible entrance criteria.
