TSC latest circular November(2023).Section 26-27 of the Public Officer Ethics Act (POEA) mandates all public officers to declare their Income, Assets, and Liabilities (IAL) every two years.
2021/2023 DECLARATION OF INCOME, ASSETS AND LIABILITIES (DIALS)
As of 31st December 2023, all TSC employees, including those employed for less than two years, must complete their declarations.
The Commission has introduced an online platform for this purpose, accessible via desktops, laptops, tablets, or smartphones.
To facilitate the initial declaration by newly employed teachers,

The Declaration Form can be filled and submitted through the Teachers Online Portal on the TSC Online Wealth Declaration Portal.
An instruction manual is available on the TSC website to guide the declaration process.
Principals are tasked with monitoring the declaration progress in their schools,
Reporting non-compliance by 31st December 2023, and ensuring all staff members access the online portal through the TMIS platform.
Important notes:
(a) All TSC-employed teachers, including those on leave, interdiction, suspension, or authorized absence, must declare their Income, Assets, and Liabilities.
(b) Intern teachers are exempt from this requirement.
(c) Failure to submit a declaration or providing false information may result in a Ksh. 1,000,000 fine, imprisonment up to one year, or both.
Additionally, teachers may face administrative or disciplinary action as per TSC procedures.

(d) Declaration access requires activation of the official email (@mwalimu.tsc.go.ke).
A copy of the submitted declaration will be sent to the teacher’s email for reference.
(e) Accuracy is crucial, and teachers must press SUBMIT before logging out. The Commission does not accept hard copies of DIALS forms.
(f) Incomplete declarations will be rejected by the system.
Teachers are encouraged to declare early to avoid last-minute congestion or downtime.
The system is active from 1st November 2023, closing automatically on 31st December 2023 at midnight.
