TSC Sub County Directors. The Ministry of Education looks to be reshuffling its sub-county directors in preparation for taking over from the Teachers Service Commission (TSC).
A handful of subcounties have already seen changes as a result of new subcounty directors reporting.
Kenya has 290 constituencies that serve as subcounties.
Beginning next year, the Ministry of Education will take over a significant amount of TSC functions.
The amendments are detailed in the report of the Presidential Working Party on Education Reforms (PWPER), which President William Ruto unveiled at State House on Tuesday, August 1, 2023.
The president has already directed that the recommendations of the education taskforce, led by Prof Raphael Munavu, be implemented immediately.

TSC will relinquish important powers to the Ministry under the new revisions, which the experts suggested be implemented within a year.
1. Regulator of the Education sector
Currently, the Commission serves as both an employer and a regulator in the education sector.
The Taskforce has now proposed the formation of a new regulatory organization known as the Kenya Professional Teaching Standards (KePTS).
Quality assurance
The Taskforce discovered that the TSC and the Ministry of Education were performing the same quality assurance job.
This is despite the fact that the Constitution requires the Commission to examine educational standards and educate new teachers while ensuring that teachers adhere to the teaching standards established.

It has requested that TSC regulations be revised to eliminate the duplication and that the Ministry take primary responsibility for the job.
Accountability of headteachers and principals
The school heads are currently answerable to the Commission, but in the forthcoming reforms,
TSC will only be entrusted with employing and deploying.
The new structure has been modeled after the public service commission, and
the heads will act as the Ministry’s representatives when managing the institutions,
making them answerable to it as authorized and accounting officers.
