TSC teaching requirements 2024.The Teachers Service Commission (TSC) has initiated a fresh data collection process aimed at determining the number of primary school headteachers possessing a degree qualification.
Through an Excel sheet, the commission requires these headteachers to specify their highest education level,
Qincluding whether they hold a P1, degree, or masters qualification, among other details.
This move by the TSC aligns with the impending implementation of recommendations made by the education taskforce.
The taskforce suggests the merging and collective management of nursery, primary, and junior schools under a principal.
This newly proposed educational unit, named the Comprehensive School, will be overseen by a graduate Principal.

Alongside this, deputy principals, referred to as teachers responsible for nursery, primary, and junior schools, will assist the Principal.
The key criterion for these roles is holding a bachelor’s degree in education.
Presently, a substantial number of primary school headteachers are P1 teachers without a degree, although some hold diplomas.
LAdditionally, headteachers overseeing primary schools with junior secondary sections were previously assigned,
to act as principals for a year without specific consideration of their qualifications during promotion.
According to the current guidelines, these headteachers will manage the junior secondary school sections until December 30, 2023,
pending the full implementation of the reform by the TSC, which has a year to execute these changes.
The transition aims to merge the levels of education and necessitates headteachers to hold the required qualifications.
More than 23,000 public primary schools in Kenya, authorized by the Ministry of Education to accommodate junior secondary sections,
will be affected by the changes.
The TSC, in conjunction with the ministry, is expected to develop guidelines for senior teachers working under the Principal of the Comprehensive School.
Those current headteachers who do not meet the criteria for leading the comprehensive schools will face demotion,
resulting in diminished responsibilities and control overll school operations and finances.
Some schools have experienced a lack of permanent heads due to challenges in attracting applicants for a23administrative positions.

Moreover, the head of the Comprehensive School will be the primary accounting officer for all sections within it.
There will also be changes in the composition of the School Board of Management,
where the current structure will be reconsidered to reduce its size and potentially have a new managing committee for the junior secondary sections.

Furthermore, the proposals from the Presidential Working Party on Education Reforms (PWPER) suggest limiting the size of the Board of Management and,
delineating the roles of the heads of comprehensive and senior secondary schools as agents of the Ministry of Education rather than the TSC.
